(2) Kingdom Funding

To make a kingdom a group will require Building Points (BP), which represents money, labour, goods, effort and resources.  To get BP, the PCs will have to look to groups within Brevoy for funding and decide who to ally with and who to spurn...
 
After some dining, enquiries and much soul searching the PCs ended up with 103 BP!

Lord Walder is shrewd but desperate.  Walder is Howlan Garess’s father-in-law and currently in his bad books and so seeks to get a good deal to improve his current standing by making good investments

Stated: House Garess gains the sole rights to process metals and minerals from the PCs kingdom for a period of 50 years – no trade deals can be formed with any other party regarding this material
Stated: Must build a Foundry within the Kingdom’s capital within 3 years
Hidden:  Walder’s stonemason will send back word of the layouts, weaknesses and secrets of any buildings designed for the PCs

Elanna Lebeda, the oldest child of the House is just out of her teenage years but already has an outstanding level of knowledge and experience in negotiating and politics.  She can sense the sincerity and inexperience of new negotiators and tends not to take advantage of them

Stated: Must claim a hex containing a substantial body of water within 2 years [done]
 
House Lodovka
Petrov Lodovka is a human in his late-50s with many scars across his face and body, including around his neck when he was once tried for piracy.  He is the second cousin of Lord Kozak.

House Surtova
Nirion Surtova is a charming man with slicked-back dark hair and angular features.  He is a cousin to King Noleski Surtova and seems at ease conversing with most people
Offer:  30 BP, Treaty Edict with House Surtova, provides the full cost of a Garrison within the capital
Stated: Form a treaty between the PCs kingdom and House Surtova, resulting in a formal declaration of friendship with the house and recognising Noleski Surtova as the official King of Brevoy.  In turn the PCs are officially considered to be true nobles of a Brevoy Colony
Stated: Grant Nirion Surtova (and any subsequent successors) permission to carry out House Surtova’s business in the kingdom with full diplomatic immunity
Hidden: The PCs and their Kingdom suffer a -2 penalty to all social rolls made concerning Restov, the Swordlords, House Garess and House Orlovsky
Hidden: The vast majority of guards or militia stationed at the Garrison will be loyal to House Surtova first and foremost
Hidden: If the ruler of the kingdom has a blood tie to House Surtova, Nirion will talk to them alone and convince them to sign up to their offer and grant more rights to the House in exchange for an increase in personal wealth.  Refusal will result in an assassination attempt within the month.

A stout and friendly middle-aged man with a small child in a purpose on his back and a curved sword sheathed at his side, not many would realise that the family man before them is a low-ranked Swordlord with impressive sword skills and a sociable manner

A sullen and conceited young noble that doesn’t like being beholden to others, Hannis is annoyed that other groups have been given a charter to allow them to build a kingdom and dislikes the prospect of someone succeeding where he might fail.  As such he acts curt and does not engage in conversation unless the group bring out his competitive nature, which results in him striving to build bigger and better than his competition

Count Addar Arnovski
A broad-shouldered retired general with an impressive beard, the count owns a substantial portion of the riverfront and warehouses in Restov

Stated: Grant Count Arnovski permission to create a loch system to bypass the falls and rapids along the Shrike and open it as an alternative to the boggard-infested Sellen.  Count Arnovski will retain all shipping rights along this river system
Hidden: Count Arnovski is a prominent agitator in Restov, descended from old Rostlandic stock.  He wants to entice House Surtova to send forces against the PCs Kingdom, giving ‘Rostland’ an opportunity to rebel while the ‘Issian’ army is otherwise engaged
 
Count Dhavern Mollarch
A thin man with a snow-white moustache, unfailingly polite, Count Mollarch comes from an offshoot-branch of House Medvyed, who owns the Gronzi Lumber Consortium.

Hidden: The Consortium has garnished a reputation for efficiency, with little regard for the health of the forests they harvest.  Wise rulers should make sure to extract promises of replanting and control over affected areas in the Narlmarches

An elven patron of the arts, Jerribeth bores of the scene in Rostland seeks somewhere new and exciting to enjoy herself

Stated: Negotiate with and grant Lady Jerribeth a hex within two spaces from the capital.  This hex is Jerribeth’s to do with as she pleases and does not count towards the kingdom’s size, granting no benefits or penalties to the kingdom
Hidden:  Jerribeth is not an Elf, but a Leanan Sidhe eager for new artists to ‘inspire’.  She will seek skilled artisans and offer them tokens of her favour but drains their health over time.  If she comes to trust a spellcasting PC she may offer a ‘spell blessing’ contract; she will grant them the ability to recall up to 6 spells/slots each day but will drain 1 point of constitution each time they do this (can do 6x Lv1, 2x Lv3, 1x Lv6, etc each day)

A fragile old woman with dishevelled hair and an elegant but moth-eaten gown, Lady Kitalla represents old money in Brevoy and uses her wealth to pursue her particular brand of philanthropy

Stated: Lady Kitalla uses her wealth for various eccentric activities in her somewhat demented old age, including her favourite: Fae equality.  The Kingdom must grant citizenship to all Fae, extending to them the same protection and legal rights as a human would enjoy, treating them equal to all others in the laws of the land.  Lady Kitalla wants assurances that the PCs will not just take her money and then change the laws when convenient and may seek a position on the council if possible [done]

The Lord Mayor of Restov is a fat jovial man whose merry manner disguises a keen mind seeking to juggle the interests of a bustling city, powerful nobles and Swordlords prickly with pride. He sees a timely opportunity to do some business and secure a safer border

Stated: Build a road to connect the Kingdom’s capital to Restov (the cost of building a direct road (with no deviations) is half the normal cost, for this purpose only) [done]

OTHERS

A Halfling waiter named ‘Kimble’ approaches the PCs during dinner to propose an agreement between their future kingdom and his organisation which seeks to free and house slave Halflings from Cheliax (far to the North) and any other enslaving countries
Offer:   4 BP, provides half the cost for any 1 building in the capital under 50 BP
Stated: Forbid slavery throughout the kingdom and grant asylum to all escaping Halfings (no matter where they come from and their previous history) [done]
Stated: The kingdom’s alignment must be non-evil [done]
Stated: Make a Vassalage Edict (at no cost) within 2 years, granting the founding of a new halfling-based colony within two hexes of the capital
Hidden:  A large number of Halflings in Brevoy will leave their jobs or servitude to move to the colony once founded and will undeniably affect business.  Once the Halfling colony is founded, the PCs and their kingdom suffer a -4 penalty to all social skills with any house, trade group, merchant, business owner and others of this ilk, for the next 36 months.  This penalty is permanent for all dealings with those from Cheliax.

Represented by Colonel Sudro Hendrix, The Fanged Legion are a mercenary company made from the remnants of House Rogravia’s para-military policing force.  Although it lacks a lot of resources, the legion has many agents widespread across Brevoy, the Stolen Lands and the River Kingdoms
Offer:   4 BP, a +1 Spymaster bonus
Stated: Grant a safe base of operations to the legion based within the Kingdom’s capital (‘2 lots’) [done]
Stated: Must not make any deals with House Surtova [done]
Hidden: If House Surtova find out about this deal, the PCs and their Kingdom will suffer a permanent -2 penalty to all social rolls made concerning House Surtova, House Lebeda and House Lodovka

Offer:   15 BP, a free Farmland hex within two spaces of the capital (which the kingdom has no control over)(does not have to be adjoined to an existing hex)
Stated:  Grant the group a negotiated hex in which they can cultivate tax-free agricultural goods for export.  This Farmland hex not reduce the Kingdom’s consumption by 2 BP.  The hex cannot be moved or removed, but the hex is part of the kingdom and counts towards its size and the benefits and penalties that this incurs [done]
